I have the honour to refer to my despatch 72816/30 No.582 of the 6th November, 1930, on the subject of

the issue of British passports to persons of Chinese race born in Hong Kong, and to state that in the circumstances now prevailing it is considered neither practicable nor necessary to maintain the attitude there recommended. On the point of

practicability persons of Chinese race can now obtain passports from the Chinese Authorities without difficulty (except in matter of cost) and even if they are not obtainable by Chinese born in Hong Kong

a contingency which seems improbable in view of the Chinese law of nationality it is obviously impolitic

for the Hong Kong passport office to grant to Hong Kong-born Chinese less full facilities than those obtainable by China-born Chinese.

Moreover it is

understood that foreign countries are becoming

increasingly reluctant to accept anything less than

a full passport and Hong Kong-born Chinese wishing to visit such countries must therefore be given full
